Rationale and Background

Rural poverty, unemployment, limited access to productive assets, climate change, and inadequate livelihood opportunities continue to affect vulnerable households across Bangladesh. Persons with disabilities, particularly those living in rural areas, may face additional barriers to accessing land, agricultural inputs, technical training, finance, markets, employment, and extension services.

DPUP therefore considers inclusive rural development and agricultural livelihood development an important pathway for improving household income, food security, self-reliance, and social inclusion.

The proposed approach is based on the principle that persons with disabilities should be active economic participants, producers, entrepreneurs, and decision-makers, rather than passive recipients of assistance.

2. Rural Development

DPUP’s rural development approach focuses on strengthening the economic and social capacity of vulnerable households through community-based development activities.

Potential interventions include:

Community-based livelihood development

Poverty reduction and income-generation activities

Support for disability-affected and vulnerable households

Formation and strengthening of self-help groups

Community savings and livelihood groups

Skills development and entrepreneurship

Women’s economic empowerment

Youth livelihood development

Vocational and market-oriented training

Access to financial services

Local market development

Climate-resilient community development

Disaster preparedness and community resilience

Social inclusion and participation of persons with disabilities

Development Objective

The overall objective is to enable vulnerable rural households to establish sustainable sources of income, improve food security, increase economic independence, and strengthen resilience to social, economic, and climate-related shocks.

3. Agricultural Development

Agriculture, livestock, fisheries, and related enterprises can provide practical livelihood opportunities for persons with disabilities and low-income rural households.

DPUP can support small-scale, household-based and commercially oriented agricultural enterprises, depending on local resources, market demand, climate conditions, and the capacity of beneficiaries.

A. Crop Production

Potential activities include:

Vegetable cultivation

Seasonal crop production

Paddy and locally suitable crops

Fruit cultivation

Homestead gardening

Kitchen gardens

Raised-bed cultivation

Seed and seedling production

Climate-resilient agriculture

Organic and environmentally sustainable production

B. Women and Youth Empowerment

The project can give particular attention to:

Women with disabilities

Women-headed households

Youth with disabilities

Rural unemployed youth

Vulnerable women and young people

Low-income agricultural households

Potential activities include:

Agricultural and vocational training

Entrepreneurship development

Business-management training

Start-up inputs

Savings and self-help groups

Financial literacy

Digital literacy

Market-oriented production

Mentoring

Technical support

Small enterprise development

Value addition and product marketing

Women and youth can be encouraged to participate in household enterprises, producer groups, cooperatives, savings groups, and local market systems.

6. Climate-Smart and Resilient Agriculture

Bangladesh is highly exposed to floods, cyclones, river erosion, drought, salinity, excessive rainfall, heat, and other climate-related risks.

DPUP can therefore integrate climate-smart and disaster-resilient practices into agricultural livelihood programming.

Possible interventions include:

Climate-tolerant crop varieties

Raised-bed cultivation

Water-efficient farming

Homestead agriculture

Rainwater and water-management practices

Disaster-resilient livestock shelters

Integrated farming systems

Crop diversification

Soil and environmental conservation

Organic inputs

Community disaster preparedness

Climate-awareness training

Household livelihood risk assessment

The approach should help vulnerable families protect productive assets and maintain income during climate-related shocks.

7. DPUP is a national Disabled Persons’ Organization (DPO) and works with persons with disabilities, their families, women, children, youth, vulnerable households, and disadvantaged communities. DPUP is registered with the Government of the People’s Republic of Bangladesh under the following authorities: Contact:Tel: 02-8155867Cell: +880 1822-122093, +880 1740-619882, +880 1772-972143Email: dpup.bangladesh@gmail.com 1. Rationale and Background Rural poverty, unemployment, limited access to productive assets, climate change, and inadequate livelihood opportunities continue to affect vulnerable households across Bangladesh. 2. Rural Development DPUP’s rural development approach focuses on strengthening the economic and social capacity of vulnerable households through community-based development activities. Potential interventions include: Development Objective The overall objective is to enable vulnerable rural households to establish sustainable sources of income, improve food security, increase economic independence, and strengthen resilience to social, economic, and climate-related shocks. 3. Agricultural Development Agriculture, livestock, fisheries, and related enterprises can provide practical livelihood opportunities for persons with disabilities and low-income rural households. DPUP can support small-scale, household-based and commercially oriented agricultural enterprises, depending on local resources, market demand, climate conditions, and the capacity of beneficiaries. A. Crop Production Potential activities include: B. Livestock Potential activities include: C. Fisheries Potential activities include: D. Other Agricultural Enterprises The project may also promote: 4. Disability-Inclusive Agriculture A distinctive feature of DPUP’s proposed approach is Disability-Inclusive Agriculture. Persons with disabilities should be involved throughout the livelihood process: Identification → Training → Inputs → Adapted Technology → Technical Support → Production → Value Addition → Market Linkage → Income Generation → Savings & Enterprise Growth The project can introduce agricultural activities that are appropriate for different disabilities and individual capacities. This may include: The objective is to ensure that disability does not become a barrier to productive economic participation. 5. Women and Youth Empowerment The project can give particular attention to: Potential activities include: Women and youth can be encouraged to participate in household enterprises, producer groups, cooperatives, savings groups, and local market systems. 6. Climate-Smart and Resilient Agriculture Bangladesh is highly exposed to floods, cyclones, river erosion, drought, salinity, excessive rainfall, heat, and other climate-related risks. DPUP can therefore integrate climate-smart and disaster-resilient practices into agricultural livelihood programming. Possible interventions include: The approach should help vulnerable families protect productive assets and maintain income during climate-related shocks. 7. Training and Capacity Development Training will be an important component of the project. Possible training modules include: Training can combine classroom sessions, demonstrations, practical field activities, mentoring, and follow-up technical support. 8. Agricultural Inputs and Productive Assets Depending on the project design and beneficiary assessment, support may include small-scale productive inputs such as: Input support should be linked with training, beneficiary contribution where appropriate, technical supervision, production planning, and market access rather than being treated as one-time distribution. 9. Market Linkage and Value Chain Development A major objective should be to move beneficiaries beyond subsistence production toward market-oriented livelihood enterprises. DPUP can facilitate linkages with: The project can also promote: Production → Collection → Processing → Packaging → Branding → Marketing → Sales → Savings → Reinvestment This can increase the commercial value of agricultural products and improve household income. 10. Community-Based Livelihood Groups DPUP may establish or strengthen Community Livelihood Groups / Self-Help Groups consisting of persons with disabilities, women, youth, and other vulnerable community members. Groups can support: This group-based approach can strengthen sustainability after external project funding ends. 11. Government and Technical Linkages Where appropriate, DPUP can coordinate with relevant government and technical institutions for: Such linkages can help beneficiaries access existing public services rather than creating parallel systems. 12. Proposed Implementation Process The project can follow a structured livelihood cycle: Phase 1 – Community Assessment Phase 2 – Beneficiary Selection Phase 3 – Training Phase 4 – Productive Support Phase 5 – Production and Mentoring Phase 6 – Market Linkage Phase 7 – Enterprise Development Phase 8 – Sustainability 13. Monitoring, Evaluation and Learning DPUP can establish a simple Monitoring, Evaluation and Learning (MEL) system to measure project progress and outcomes. Possible indicators include: Regular monitoring can include baseline assessment, monthly/quarterly monitoring, beneficiary feedback, field visits, outcome assessment, and end-line evaluation. 14. Safeguarding and Inclusion DPUP can integrate safeguarding and inclusion principles throughout project implementation. The project should promote: Persons with disabilities should participate in project planning, implementation, monitoring, and evaluation, consistent with the principle of “Nothing About Us Without Us.” 15. Sustainability Strategy The project should be designed to create benefits that continue beyond the project period. Sustainability measures may include: The long-term objective is to help households progress from assistance → production → income → savings → enterprise development → economic independence. 16. Potential Target Beneficiaries The project may prioritize: Beneficiary selection should be based on need, vulnerability, livelihood potential, willingness to participate, and local project criteria. 17.
